OBJECTIVES
The
objectives of the course are to : 1. Provide students with a general
introduction to the legal system and understanding as to how those laws
categorised as media laws empower and restrict the institutions of
media and those who work in those institutions.
LEARNING OUTCOME
At
the end of the course students would be able to;
1. Describe the functions and different processes of the legal system,
from the way in which laws are made to the way in which they are
interpreted and enforced.
2. Distinguish the way laws operate from the way principles of ethics
and other regulations operate.
3. Identify the scope of the legal rights and obligations of the media
professional.
4. Describe the scope of and the limitations to the constitutional
freedom of speech as it applies to the media.
5. Distinguish the different ways in which laws protect information
belonging to the government, corporations and individual information.
6. Apply the knowledge of media laws to assist in making decisions on
what to publish.
SYNOPSIS
The
course starts with an introduction to general concepts about the
purpose of law and the rights and obligations it imposes on individuals
before proceeding to deal with specific laws that affect the media.
Media laws are presented as part of the constitutional provisions on
free speech and expression. The laws of sedition, defamation, official
secrets and other laws that affect the functions and processes of media
are examined within the framework of constitutional rights. At the same
time, the impact of law on media is examined from the perspective of
some of the more common activities and functions of the media
practitioner so that students will be able to see the relevance of law
to the overall course they are studying.
